Two weeks ago, he was in the hospital when it came time for weekly street cleaning, and his wife couldn’t move the RV. López fears for the safety of his grandson on the busy road and the stability of their lives.
He said it’s frustrating the city hasn’t been able to find a site since community members have been asking for one since last year, and more than two months after a community meeting with Melgar and the homelessness department. Rodrigo López, who does yard work for a living, moved into an RV on Winston Drive with his wife and toddler grandson more than two years ago when the subsidy for their apartment ended. She was “frustrated” that while homelessness went down in the city overall, it increased on the west side, and she wanted to see the city pivot to focus on different kinds of homelessness in her area. Melgar said Thursday she really wants to see some movement.

Both the city and SFSU said Thursday it was premature to determine yet whether the lot would be used for that purpose.Ĭohen said the department has looked at several properties, and the search is “still in process.”Ĭohen said that for safe parking sites the city looks at the size cost of rent whether it’s level and paved and the ability to connect to sewer, power and other utilities. To move ahead at Lot 25, the city would need approval from California State University’s Board of Trustees to lease the parking lot. Any site near Lake Merced, a quiet residential district with few homeless services, is likely to face opposition. San Francisco has pushed this shelter model to improve conditions for homeless people and address resident complaints, though neighbors have protested sites in the past. Another opened in the Bayview in January, with space for up to 130 vehicles by the end of the year. One opened near the Balboa Park BART station in 2019 and closed in 2021.
Whenever and wherever the site is determined, it would be the third vehicle triage center launched in the city. Homelessness department spokesperson Emily Cohen said the lot was one of many properties the city has looked at, but it hasn’t selected one for the site. The city would have to arrange amenities such as water, sewer and capacity for more electricity than exists currently. The lot is next to Lowell High School but not any homes. One site being considered, according to Supervisor Gordon Mar, whose district borders the site, is an underused university student parking lot called Lot 25 on Winston Drive, a road already lined by RVs. The city has been vetting sites for months to find one in the right spot that can also support the proper infrastructure, but officials say they haven’t found one that meets their needs, to the mounting frustration of RV residents.
